Hugging Face 把 huggingface_hub 改成周更：release notes 与 Slack 公告由开放权重模型先起草，再用从 squash-merge commit 抽出的 PR manifest 做 ground truth，程序比对漏列/多列并打回 agent 只修那些 PR，人工审核放在 RC 之后、promote 之前。附三段 pipeline、docs diff grounding、PyPI Trusted Publishing 与 7 天 dry run。

PHP 8.6.0 RC3 合入的多是修回 8.6 自身引入的回归：fiber 启动把 error_reporting 设成 0 导致 warning 被吞、hrtime() 切到 CLOCK_MONOTONIC_RAW 后快约 4%、php -S 每个 HEAD 请求泄漏一个文件描述符。另记录 OPcache 折叠 -0.0 等修复与时间表。
